Contact your email lists and make sure you invite them (with a direct link) to become fans of your Facebook business page. You can use the features of programs like MailChimp and ConstantContact to help, or send the invite in your e-newsletter. Hint - Avoid spamming at all costs.

A very effective, but sometimes costly way, is through PPC (pay per click) ads on FB. There are many tricks to doing it and you can get lots of info online.
- My all-time favorite is to simply ask your friends to "Share" your page. Again, if they TRUST that you are doing a good business, they are usually glad to help. If you don't have a lot of friends currently, join pages that relate to your business or your community and get known for what you do. Add valuable content and relevant information. Become the SME (subject matter expert)
